
Clifton (Clif) Porter II
Clifton (Clif) Porter II has served on Sabra’s Board of Directors since December 2020. He currently serves as Senior Vice President, Government Affairs of the American Healthcare Association and the National Center for Assisted Living, which represents for- and not-for-profit nursing homes, assisted living residences and facilities for the care of people with intellectual and developmental disabilities, a position he has held since 2013. Mr. Porter has been serving the needs of seniors in the long-term care field for more than 30 years, beginning his career as an Administrator in Training at a skilled nursing facility in 1989, serving as an Assistant Administrator and Administrator of several skilled nursing centers from 1990 through 1998, and leading HCR ManorCare’s Government Relations Department from 2004 to 2013 as its Vice President of Government Relations. Now, serving as the top lobbyist in AHCA/NCAL, Mr. Porter works to promote the association’s legislative agenda. Under his leadership, AHCA was intricately involved in many legislative accomplishments, including the passage of the IMPACT Act, repeal of the physician SGR, implementation of the SNF Value-Based Purchasing Program and the permanent repeal of Part B therapy caps. Mr. Porter currently serves on the Board of Directors of Health Quality Innovators and on the Executive Committee of the Washington Heads of Office. He also has previously served in board and committee roles at various trade associations and nonprofit organizations, including the Health Facilities Association of Maryland and the University of Wisconsin–Eau Claire.
